New S2000 Challenge CLASSIFICATION for 2003
By looking at the list of modifications above I propose the following as the excluded cheating bastard mod of the 2003 season:

Strangely enough it some how didn't make it onto the list. Outside of forced induction its the single best modification for straightline acceleration. Sure its not a power adder or provides an increase in grip, but damn does it make a difference hauling down the straights.

We still haven't seen a ruling on the Honda 'aero' parts: front spoiler, rear spoiler, side strakes.
I would propose that they be allowed in STOCK, 'cause 1) there's been no evidence that they actually provide aerodynamic benefit, 2) a lot of people had them forced on them when they bought the car, 3) two of the three would leave ugly rusting holes if removed, and 4) I've got the rear spoiler.
I would also propose that common, inexpensive mods that have little to no proven benefit towards lap times be allowed in STOCK. You already allow air filters, for example. How about adding X-braces, rear brace, shock-tower braces, thermostat/thermoswitch/radiator cap, heat shield, throttle body, any others I missed?
This would open STOCK class up to quite a few more S2000s; how many people really participate in multiple track days without any of those things? Seems like the only ones qualifying for STOCK are those who just bought the car, and those taking things off their cars to get back into STOCK.
Then if you added STOCK-R (STALKER?) class for the relaxed STOCK + any wheels with R tires up to 255, you'd really have something!
Or just go with some form of Rylan's proposal.

I can't pipe in about all the issues raised here, but a few before I go beddy by:
(A) I agree that if PSC's aren't faster than kumho's, regardless of what they cost they should be allowed. So we'll include them in the spec along with the other three mentioned, unless we find out they're noticeably faster than kumho's, but everyone seems to think they're not. If Hoosiers were no faster than Kumho's we'd allow them, no matter what they cost or how quickly they wear out. Who would be foolish enough to buy them?

You could come up with some points system based on number of events attended... either in your region or across the country. Let's say 5 events total, for 10 timed events if they are 2-day. You might have people cherrypicking the less subscribed events then.
I still am highly in favor of holding a national runoff. Too bad there is no cool track smack dab in the middle of the country. What track do people think we should use for the runoff? I say Road-Atlanta if you can get it... or Laguna. Maybe the new track that's opening in Birmingham - everyone is raving about that layout, Barber motorsports complex.

Yes, I want to have national runnoffs every year. Arent' they generally towards the end of the year?
How about Texas World Speedway on September 27,28. Texas is somewhat of a middle ground, though favoring California obviously. Very manageable for the gobs of Californians. Not terrible for the midwesterners. And since it's far south, not bad for the floridians and southeasterners. I guess it's only bad for the northeasterners. And the northwesterners will show up anywhere.
Of course we'd probably move it around year to year.
But, this really ought to be in a different thread. So I'll start another.

A few comments for me on the points system.
Generally, I like what we've got. However I think there are too many classes, I think 3 classes makes sense, stock, mod and unlimited. Ascribe points to r-comp tires as Rylan suggests. Forget about weight reductions until we actually see them. As you say the points system should reflect what will actually show up. Without gutting the car there it's much of significance you can do to make any major impact. Most of the weight reductions (cat back, etc) are already accounted for. It make no sense to gut a car and otherwise keep it stock just for SV events (no offense).

Anything goes (including any tire, supercharger, turbo, other power adders)
