most of the turbo guys i know personally are looking at around 250-275 hp to the wheels and around 210 lb-ft of torque, at 7psi. that should get them into the low low 13s, but traction is a major issue and on street tires i haven't seen much better than 13.5

a 6psi jrsc lude will also be in the mid-high 13s if driven and tuned very well.

throw in an average or bad driver in either case and it's low 14s.
