Assuming Honda has done it right, and I don't see why they would not have, that rpm is the standard VTEC engagement rpm.
centrifugal chargers take a little time to build boost, but not as much as a turbo.
roots blowers are best for off idle boost.
a charger WILL help 0-60, but not a whole lot really as you only go through first and part of second. for that second in first you'll make more power, but when you shift you have to wait a little.

the S/C dosent hit full boost until redline and it will not start boosting until about 6500 rpm. a turbo will hit full boost at a much lower rpm. i dont loose boost between shifts cause the engine is still spinning the turbine. there for the S/C does not have much time to do its thing in 1st and 2nd gear.
