my '02 had this problem, dealer installed new filler neck pipe under warranty. there is a tsb relating to this. dealer re-used original cap, too cheap to change, but it is now fine, no binding. i can dig out my dealer workorder and see if the tsb or other pertinent info is listed, if you need info PM.

edit: the above link shows:

Service Bulletin 04-002
Fuel Fill Cap Binds and Possible MIL Comes On With DTC P1456
(Supersedes 04-002, dated January 30, 2004)
SYMPTOM
The fuel fill cap is binding and, if not tightened fully,
may cause the MIL to come on and DTC P1456 (EVAP
control system leakage, fuel tank system) to set.
PROBABLE CAUSE
The threads in the fuel fill pipe bind on the fuel fill cap.

My car is out of warranty, I know the gas cap is around $20, but how much is the filler neck pipe and filler tube?

I got it done under goodwill warranty. It doesn't hurt to go in and ask politely. Especially if you bought your car at that dealership and you tell them the TSB number (04-002). All they can do is say "no".
