Do you A/C when top is DOWN?
Basically the reason heat is more effective than A/C is the temperature of the output.
On a hot day, you're running in 90F degree weather, the A/C is only pumping out about 30F degrees colder air.
On a cold day, you're running in 30F degree weather, the heat can probably crank out 100F degree hotter air.
This means that running heat with the top down will be three times more effective than running A/C, by my seat of the pants. Even though cold air falls, there's quite a bit of air circulation to overcome that.

"wasteful"...
hahaha. If you're hot, and you use the AC and it cools you, how is that a waste? If you're concerned with power then drive with the top UP. The car is faster and more efficient that way. I only drive top up when it's raining or really really late at night.

Remember, you should run the A/C for at least 10 minutes straight once a week to keep the system lubricant circulated and the seals fresh.
If you run with the top down all the time, you might HAVE to do A/C with the top down!
