I've never noticed that effect unless the engine is operating a very low RPM. The only delay I've noticed would be when using the clutch. Even then it's not a bad thing in day to day driving. Might smooth out the shift a bit. It might lack the linearity, but it is still very easy to modulate small throttle changes.
CDV != DBW, VSA or anything related.
In fact, the CDV (clutch delay valve) has been in use since 2004.
If that clutch delay annoys you, simply perform the CDV removal mod.

My '06 does exactly the same thing, and this has absolutely nothing to do with the CDV. I had the Honda tech ride with me and he clearly saw the stumble. Then, they did nothing and listed it on the warranty ticket as "could not reproduce problem." When I challenged the service manager, he then claimed that Honda considers it a "known issue" related to fuel supply???
Whether it is a DBW problem or not, it appears that Honda has no intention of addressing it.

For shifts though, no symptom, if I want power after the shift, I wait until the redline. In the next gear, I'm in VTEC, with power to spare. If you want power from this car, you gotta keep it above 6000rpms. Hard to do starting at a traffic light, but plenty easy in upshifts.
