Seriously, many thanks to yourself and Rick. I was going to use the same method but with glue. Loosening the plastic guide and then re-tightening it after placing the felt underneath is PERFECT.

I used a small felt sticky thing that goes on the bottom of chair legs to keep them scratching up the floor. Just colored it black with a sharpie and stuck it where the seat belt rubs, partially under the plastic guide. Problem solved for over 2 years now.

I use black seatbelt/shoulder pads for both of my seats. I keep them up where the belt meats the seat and don't have noise issues. Occasionally a passenger doesn't put it up there, but that's a quick fix.

Adhesive felt (you can find it in craft stores) does the trick permanently. As mentioned, just unscrew the belt guide on the top of the seat, lay down felt between the seat and guide, and screw the guide back in through the felt. Bam!
