The question is, will you be happy with a cover-up fix? I think it will be next to impossible to repair it properly, so that it can't be noticed.
I thought I read somewhere here that a replacement dash isn't that expensive. Around $350, I think, but I don't know how much for installation.
The cigar burn is an expensive mistake, but I think you might want to get it fixed right by replacing the dash. Because of the location of the damage, you will always notice it, if it's not fixed properly.
If you must go for a cover-up, how about an alarm LED. I've heard that even a "phoney" alarm LED is a good theft deterrent.
