Thats how they function. The fender light is for the turn signal and not for running lights.

There are 2 bulbs, 1 for "parking lights" and 1 for turn signals. When you click the remote to lock the car only the bottom "parking lights" should flash.

Do any lights blink when you lock the car?

the tail lights blink, the sides and front do not.. it only start after the diffuser install, and none of the lights blew.. is there a seperate fuse for this function?

You have 4 "park" lights - 2 in front and 2 in the tail lights. They're all on the same circuit, so if your back ones blink when you lock the car, that means that something is wrong with only the front park lights.
I would suggest that in the process of taking apart your headlights for the diffuser clearing, you didn't plug the park light wiring harnesses back in or you plugged them in wrong or didn't plug them in solid enough. There is also a very slight chance that in the same process, both the park light bulbs took a crap. This has been known to happen.

I'll check the bottoms.. Maybe when I was looking it gave the illusion that they were lit, but it was the upper lights.
