I thought CARB was the California Air Resources Board. Are you sure that means anything in the rest of the country?

Ok this is the way it was explained to me and folks I am no expert and you need to check with your local law enforcement agencies or at the very least SEMA. Many states have adopted more stringent rules regarding modifying a new vehicle that has ULEV and LEV status. When you do modify especially with something as permanent (simple bolt on my ass, how long is it going to take to install and remove) as a turbocharger. You are changing the emissions status of the vehicle. That alone will fail you in many states. That's why you need the CARB approval certification. It's more of an EPA thing.

So I guess what I am saying is that it is up to you to take the chance. Hell some states don't even check emissions right and there are ways around everything anyway. So don't worry about legality worry about warranty.

Oh yeah, boost controller I would go with the HKS EZ and since they are going with a 3" downpipe I would go 3" the entire way.

Have you noticed that the "street legal" turbo kits do not include BOV? the bov is releasing some nasty stuff into the atmosphere and no turbo kit will get a CARB number w/ it. You will not pass smogs w/ a turbo kit, especially the visual. I`ve owned two turbo`d hondas that have been smogged but it involved a friend and a couple hundred bucks.

Turbo Eclipses have always come with a BOV as standard equipment. Albeit they weren't of the best quality they were still BOVs.

Who gives a crap about CARB Legal (California Air Resources Board). 48 state legal is good enough for me . One of the reasons I moved to Utah......

You dont need to be CARB approved when you have a Turbo'd S2k.. they aren't going to catch you
