the problem is like when i tap the accelerator pedal at idle or at a stop, i kinda like fizzles out and rattles the car, its not dying per se ,its feels like the feeling u get when the a/c compressor turns on and it also brings the rpm down to the <800 level but > 500.

I fixed the radio

ECM Idle Learn Procedure page 11-100 helms service manual should be done whenever the battery has been disconected. I think this is supposed to be done as soon as the battery is re-installed before any other ECM/ECU "learning" takes place. I could be wrong though.
Also I was wrong about the procedure itself. It say's make sure everything is off AC/Heat/Radio/Rear window defrost (if it applies). The book say's hold the throttle at about 3,000 rpms until engine fan comes on, then let it idle until engine fan shuts off. Begin timing 5 minutes from this point in time. Do not count any time the engine fan runs during this 5 minute period.

Xviper, we must be talking about different things. In the first sentence of the description of the procedure i'm talking about it says "The idle learn procedure must be done so that the ECM can learn the engine idle characteristics." Also the first condition for which it says to perform idle learn procedure is disconnected battery. (I wonder if this would help out any MAP whackers)
I agree the ECM/ECU still has "learning" to do after this. Finally, it is something of an honor to discuss a topic such as this with someone of your stature on this forum.

Hmmm, my '00 Helm on p. 11-100 deals with fuel supply system troubleshooting.

The only reference to idle speed is an inspection procedure on p. 11-97.

Your '03 may have some additional information.

In any case, by kuyabil's last post, it would seem that his car may have finally learned how to idle.
