Starter motor not functioning

That sounds like something aftermarket impeding the srarter solenoid signal. Like an alarm, or a hidden security switch to start car, or a remote disable device, etc.

Bingo, found it. It was the alarm system that was causing the issue. I fiddled with the alarm fuses and wiring and then had a cranking feed to the starter solenoid. I will spend more time now to identify exactly which wire was causing the problem.
