You know, what you could have them do is remove the new emblem, get another and grind off the pins so you can put it on about an 1/8th if inch higher to cover the damage. This assumes the dealer only nicked the top. To get the new one off, heat it up with a hair drier slightly and this will let you pull it off a little easier, then you just have to get the glue/foam stuff off.
There is no way the dealer would put dings in with dental floss and glue remover. The fools must have used a screwdriver or something like it to pry up the stock emblem.
Depending on the size and depths of the dings I don't think the front bumper needs to be repainted, but the skill of the person doing the repairs is paramount. As for airbrushing, yes it can be done, but it, too requires great skill. I fixed a few dings in a non-critical area, but in the badge area, it would require more skill than I have.
