Why do they put the windshield nozzles on the hood?

Putting them inside the blade assembly seems like the logical place for them. No clogging and nowhere in sight. My last girlfriend's Alero had them placed like that. Never a problem, even in winter.

Who the hell uses the washers anyway? Major pain the ass the wax around,and ruin the lines of the hood IMO.
