On service manual page 920 on pdf and chapter 22 page 64 is the circuit diagram for the back up light. There is not relay that controls the back up lights. Back up light switch on transmission controls lights directly. If fuse blows when you engage reverse, then short circuit is between back up light switch and tail lights.
