That's a stop for the roof in the down position. It's not adjusting anything on the top frame. Also not going to help you windnoise with the top up. You'll never have to mess with unless you have to replace a top motor.

Your wind noise is caused by worn latches. Take a look at the part that the hook catches onto at the latch on the whindseild cowl. It most likley got a worn spot or grove where the hook engages. A temporary fix is to slide some rumbber tubing over the hook untill you replace the latch.
ok did the tubbing fix, stoped the clicking noise, not the wind noise actually i get even more now!!!...
take a look at these, and tell me what you think. call me crazy but i don't think thats normal as seen on the pictures below i can stick my finger all the way on left crack of the joint frame (side where im getting wind noise) and i can barley put it in the right side
