Engine Problem
Is "TypeS" wishful thinking, or do you have a Type S motor in the car?
I would not suspect your change interval though I would suspect your oil choice. How long have you been running oil thicker than 5W30? What did you run in winter?
The 7000 mile oil change interval would not have been a problem as long as the oil level was OK. The problem is that the H22 consumes a fair bit of oil, especially when pushed hard. As such, it is not uncommon to run the motor dry enough that bearing damage can occur. I have to admit I'm a little surprised you have ring damage.

If that's the way you've been driving the motor, it doesn't surprise me that you've damaged the rings. In fact, I think it explains it. You've been using oil weights in the summer which I think are far too thick for the motor to adequately lubricate itself. You were probably running the bottom end "dry" for the most part with an oil that thick.
10W30 is too thick for the H22, period. Anything thicker than that is too thick. The cooling system is more than adequate to prevent the need for a heavier weight oil than 5W30 which is the recommended viscosity.

You'll need to ask Honda.
I've heard 5W30 is compromised somewhat in flash point due to additives to get the large viscosity spread. Perhaps they think 10W30 is a "stronger" oil. Not sure, but I know that the design dictates the oil required, hence why I stick with 10W30 in the F20C.
