how to adjust idle?
Here it is straight from the 2000-2005 factory service manual:
"To complete the idle learn procedure do this:
1. Make sure all electrical items (A/C, audio, rear window defogger, lights, etc.) are turned off.
2. Start the engine. Hold the engine at 3,000 rpm without load (in neutral) until the readiator fan comes on, or the engine coolant temperature reaches 176

The reason the throttle cable has nothing to do with it is that at idle the throttle is completely closed.
Air is bypasses the butterfly via the Idle Control Valve. It is this that needs to learn it's setting.
The only effect the throttle cable can have is if it is too tight and doesn't let the butterfly close properly, and this will result in too high idle.
