Doesn't is just bolt onto the fuel rail in place of the stock regulator? Mine does.

Then you need to attach a fuel pressure gauge to the rail (usually in place of the damper) and set it to between 47-54psi at idle with the vacuum line crimped.

Be very diligent with the O-ring and the screws. They are easy to drop and impossible to find. If you end up needing new O-rings you can get them at Home Depot for less than a quarter. The dealer wants several dollars. The proceedure takes about 5 minutes.

As far as the pressure, you can probably drive it conservatively until you get the pressure set. Any Honda mechanic will have the pressure gauge. I drove mine and when we checked it we found 37 psi. There is a set amount for each turn of the adjustment screw...and I don't remember but I think it was 5psi per 360 degree turn. Check it out and let us know if it is otherwise.

The honda special tool pressure gauge attaches to the fuel rail at the pulsation damper. The pulsation damper is the large "nut" that holds the fuel feed line on the rail.

Many people have removed the fuel rail and tapped it to permanently install a pressure gauge.

There is NO servicable fuel filter in a S2k. you will have to remove the fuel rail to drill and tap the rail to attach the B&M gauge.
