Lawn trimmer sound from engine area

Default Lawn trimmer sound from engine area

Something from the engine bay sounds like a lawn trimmer or a fan hitting paper in the low RPM range (1.5-3) revving the engine or accelerating after the engine has warmed up. I can probably only hear it the low RPM range because the car just gets too loud to notice after. It also happens when I start up the car again when it has been warmed up already too, probably being that it starts up in that low RPM range. It's been quite frustrating to replicate the noise when I am able to inspect the engine as it disappears. But after a little warm up drive this morning, I was able to reproduce the sound in the video:

Year, mileage, when were the valves adjusted last, what kind of oil + filter?

2002, about 76k, not sure when the valves were last adjusted, mobil 1 synthetic oil and K&N filter. I don't think it due to the oil+filter because it's actually been a problem for a while, it's just got pretty bad.

For the tct, how would I diagnose and solve the problem?

That is the sound of a bad TCT. No doubt about it. You can mod it, or give Billman a PM. He makes a good modded one for a good price.
