Default IS my Bulb or Ballast Broken?

my driver side headlight doesnt Turn on, when i turn on on my headlights, it blinks then shuts off..

i dont really know how to switch my driver side bulb to my passenger side, so im asking on here to see if anyone can diagnoise if its the actual BULB or BALLAST since if its flashing means the bulb is workking correct?


MY00 purchased at about 115k milage.

oh yeah ur the guy who pm'd me about helping out. i dont have a ballast ready to install, but if u know how to diagnoise if its the bubl or ballast im free saturday probably anytime before 7pm

I've seen this first hand. Water is bridging the printed circuit inside the ballast. If you take off the cover and blow it dry, it will work fine. I did a write up in a similar thread.

ok, so i had to go buy the t20 Torque bit tool .. now im gonna remove the cover.. i just dont have any compressed air to dry it with so imma use a Blow Drier??? is that OK?
