You can remove the inserts and pre/paint them. I have seen this one a number of headlights that I have cleared.

I was denied by my Honda dealer and HondaCare when I brought it to their attention. They claimed it wasn't affecting the operation of the light, so it was not covered. Fortunately that was over 2 years ago and it hasn't gotten any worse.

One of mine has small bubbles also. Wingman says it's fairly common. The heat from the bulb is a factor. Good reason to open them up refinish and clear the corners.

Mine's still under warranty (Have an '03) and has 3/4" long crescent-shaped bubbles on each headlight. They were pinhead size 6 months ago. Quite annoying. It should look like ass when the paint decides to flake off and bounce around the housing.
