Wire 'em into the overhead lights above the windshield - that way you can have 'em turn on when you open the door and you can also hook up an auxiliary switch to force them on when driving.
You'll either need a three post switch or a relay to switch between two completely separate circuits for the neons. One that just has them turn on when the lights above the windshield turn on and one circuit that gives the neons power but NOT the top lights.

if you pull the doorsill on either side there is a light green wire with a white stripe that comes from the door switch, and grounding this wire makes the lights come on, like when you open the doors, I wanted to make a loop off of that anyway. I'm not sure if any of you have seen neons under the seats but effect is awesome especially at night.
