If you think your valves need to be adjusted then get them adjusted. You haven't mentioned any CELs, only symptoms. We can guess all day just like you can. At this point I'm questioning how well your engine was "completely rebuilt".
the engine was built good. the cel is on, but i have no way of testing with a code reader because the terminal is completely corroded from water damage. I've been trying to find one off another honda to cut and splice but been unsuccessful. So the only thing i can do is try things until they work. Don't think its a electrical prob because the car ran perfect before the rebuild.

^^^ this is extremely important information. You conveniently leave this out in all your posts prior to this one. Get the code pulled, end of story. You're just wasting our time until you figure out what the code is.

yeah, well the only way i can get the code pulled is if i find a terminal i can get from a scrap car..and those are hard to come by here in cayman.. only other option would be to buy a complete new wiring harness, and those are like $600 for the japspec s2000

Get a paper clip and see if you can have the thing blink out a code.

For a JDM spec car I think this will work. Try it and see.

i did the paper clip trick and the CEL blinks 6x short, and thats all. looks as if its the air pump. cant that cause my engine to shut off when i come to a stop at times? i checked the vacuum and it seems to be alright.
