Default Steering Problem

Hello guys, I really need some help, my steering isnt working properly, it shakes and gets too stiff/soft at times when I'm steering, I took it to a close friend of mine that works at Esserman Volkswagen/Acura so he could put an scanner on it and he found no codes, the EPS light is also not on, so we assumed the steering rack is damaged, but yesterday I was searching for a solution here and found the torque sensor reset test where you jump PINs 4 and 9 in the ECU port and you turn the steering wheel 45 degrees until the EPS light goes off repeat, I tried it yesterday but that just changed the steering behavior and the issue is still there, I drove the car with PIN's 4 and 9 jumped and the car felt like it had no power steering but it drove just fine, I just had to put more effort on the steering but it wasnt shaking/acting up like it does with the EPS, so I think the rack is ok and its some sort of EPS problem, the EPS light is not on btw, I have no idea what else i can do, I really need to find out whats causing my steering to behave like that. Please help, I'm going crazy over here.

You're not supposed to drive with the pins jumpered. You may be confusing the ECU.

Year? Miles?
