An update.. this was the hub nuts just as first suggested. Although I thought I checked, it turns out they were not near as tight as needed.
An informal test of the old (>10 yrs) Craftsman click type torque wrench I used shows it is less accurate as the settings increase and is way low trying to torque anything over about 150 lb/ft.
Once the hub nuts were torqued down with a calibrated tool the noise disappeared.
