Is that part on the end of the filter supposed to be a nut to install/remove the filter? (The part that you have the safety wire attached to.)

Plastic relaxes from time and temperature. When it relaxes, the preload goes away.

I think my Fumoto oil drain valve came with a nylon washer ... maybe that explains the oil drips on my garage floor...

I have a Fumoto oil drain valve on my car as well and I've never had it leak. Makes for much quicker oil changes.

The Fumoto oil drain valves have some type of composite washer. Looks to me like old floor tile. It is hard with some type of fibers holding it together. It is not a nylon washer. You might want to see where else the oil might be coming from.
