I'm confused. If the legislation said that Japanese manufacturers couldn't establish luxury lines here, how were they able to establish Acura, Lexus and Infinity? Did the law name the specific brands that couldn't produce/import luxury cars? How did this work?
I had always been under the impression that the names were created for marketing purposes.

As I understand the situation, Congress in its infinite wisdom decided that Honda, for ex., would have some sort of monopoly if it could market an entire range of cars, from cheap to expensive. But everything would be OK if a separate dealership would sell them under a different nameplate. (????) I guess it worked, because I suppose a lot of people still don't know that Acuras are Hondas and Lexus' (Lexi?) are Toyotas.
What was attempted, I believe, was limiting the number of Japanese cars Detroit had to compete against. Didn't work, I don't think, like much legislation.
