Talk over-moderated
I should have said, "doesn't mean that we no longer have a desire to teach someone the information."
Like you said, the more data, the better. As long as other people on this forum are willing to share information even if though it has been repeated, the better. Just because the information already exists shouldn't detract people from wanting to teach others the information. It's like telling students to just read out of the textbook because the information already exists in the textbook and there is no need for the teacher. If a student has a question, the teacher can just say, "Look it up. It's in the textbook already."

Sometimes S2000 Talk looks like a warzone with more locked or moved threads than open ones. That to me seems like an eyesore.
Not sure if it is over moderating or just the quality of posts. Some old threads that are bumped are a nice blast from the past. So not sure if locking everything older than a certain time-frame is the best way to go, UNLESS this is being done to somehow improve site performance or foster fresh discussion keeping in tune with the times.
I will say this though. Don't knock on the moderators too much. They do a job that is thankless and voluntary. Keep your comments on here constructive rather than venting your ire.

Just know what happens when demagoguery and hubris go unchecked.
I'd take a little more chaos as long as the discussion continues. When it gets a little too whacked, step in. I see a lot more than that here.
Again, just my opinion.
There's a new Sheriff (or two) in town.
Fasting, thanks for speaking up as I felt the same way.
Step in when necessary, don't go looking for trouble or threads to lock. Let the complaints come to you.
Moderating is an almost thankless job, don't take it too seriously.

In my opinion, it is better to be a little more lax on the forum rules and allow for more community-building / information sharing than to enforce every little detail to avoid duplication of answers and at the same time alienate the community for which you were selected to moderate by making them feel over-policed. That is the last thing that should ever happen in a fully voluntary community (both on the end-user AND moderator/administrator sides). New discussions ending = forum death, perhaps slowly but almost certainly, in the long run.
That said, I also think a part of the issue is that this site has a culture of ball-busting on new posters more than most I've been a part of. Sure, every forum will have people who will say "did you even search?" when somebody posts a repeat question, but it seems to be a bit more commonplace here. I only have anecdotal evidence on this so your opinions may vary.
There is really one goddess who is clamping down on forum talk. I think in an effort to enforce rules this person has lost the goal - discussion not moderation.
When I PM this person regarding their actions I got a copy/paste reply - URL link. Never bothered to engage in a friendly discussion.
I believe when a moderator is so cold and so disinterested its time they step down. I've witnessed this similar action in years past elsewhere. I believe it becomes their slice of the world to control and so they do. Could Dr. Rob it more but that might be insulting.

You're probably right.
So how do we address this problem?
Perhaps the problem has been addressed already. Sometimes it just helps to give people some feedback which this thread appears to be doing.
