Need some help
There is a vetc solenoid and a vetc oil pressure switch. Vetc oil pressure switch for example will not allow the car to kick into vetc when motor is cold. U can tap the two wires off the vetc solenoid and read it with a meter while your drive. See if there volts going to it at 6k. If there is than it's the solenoid. If not work backwards and check the vetc oil pressure switch.
well we unplugged the vtec solenoid and put a wire from the solenoid plug to the battery to see if it would start clicking and it did.
so I drove the car today and noticed that if I ease into it at a little less the half throttle the vtec kicks in just fine. its still delayed just a bit, but its when I give it a lot of throttle that it really acts up. could it be a fuel problem?
and I noticed one other thing while driving it the last couple of times. I here a slight ticking noise, like a card in spokes type of sound. any ideas?

Yes it click when u apply power. The point of driving it to see when the power is being supplied. Pass 6k 7k. Etc. good oil pressure = vetc. U need to know when 6k hits is power there or u have to rev higher for more oil pressure to build up for vetc to be allowed. Supplying power directly takes the ecu out of the equation. If ecu is not happy with what it see vetc is not allowed.
