It's not quite that simple, the original inent of the UTQG was exactly that, to be able to compare the average rate of treadware against a fixed standard on fleet drives. Many manufacturers use loopholes to skew data, but the treadware rating's intent was to compare apples to apples.

My experience has been different, I've has 6 sets of S2K tires (3 Bridgestone, 1 Michelin, 1 BF Goodrich, 1 Yokohama) and they have all had the treadwear come in pretty close to the UTQG rating. +/- 20% or so, I was actually surprised to read that some manufacturers can be off by 100% or more.
