I still think you have a bad device on your phone network. Unplug everything from your telephone network except the DSL modem and see if calling in disconnects it. If not, then plug in one device at a time and retest until you find the culprit.

there are several kinds of filters, some with 2 ports (one for phone, the other for DSL), and some that simply filter out the high-frequency stuff from the phone line.
my DSL runs fine with one of these filters on the line. I have my DSL modem plugged into the port labeled DSL. the other port is labeled phone... and it doesn't have a phone hooked up to it currently.

My filters (from when I had DSL) were just the type with the phone connection.Obviously, if you have the other type of filter, it's OK as long as the DSL is plugged into the DSL port. Just don't use the single port filter on the DSL line.
