if you put this into a com object, you can set the permission by using Microsoft Transaction Server (standard in XP, 2000, 2003). This way, you can assign any user to this .dll, and thus, don't have to worry about permissions.
This way you can do this as a scheduled task by writting a simple vb script that calls this .dll, and you're good to go.
