As long as it is a nice fence, and it seems to be, I'd just let it go. I am not a fence guy, but if one of my neighbors put up some chain link which just screams "I married my cousin" I might put up a wall of plastic just so I would not have to look at the chain link.
If it gets to you too much just get out your tape measure, make about 20 marks at 42 inches from the ground, chalk line it and put some gas in the chain saw. Problem solved.

how the hell could anyone think this is a normal view for their neighbor? I would much rather look at green grass.

I'd plant lilacs bushes on you side, or perhaps raspberry bushes. May sound a little frufy but it will give you a nice green look, as well as intoxicating flowers in the spring or some berries to put on your kids cereal.
I don't think it looks any worse than the unlandscaped backyards you could see before. I agree with the plants thing, maybe some Italian cyprus. It will peak up over your neighbor's fence, and maybe it will annoy him.
some people love the backyards with no landscape...especially people with kids...that way they can have the run of the back yard and the parents can still see them....however i always had a fence and enjoyed having a fence because we had an in ground pool
