To a point, though, they could cut down on the amount of leakage if they spent some time properly surrounding the oscillator section (the V1 does a relatively good job on this one... nice metal case on that sucker). The horn is going to be the biggest offender (by far), but I have no doubt they leak a ton out of the connectors (particularly on the cheaper models) and holes for the LEDs (not much you can do about that, unless you optically isolate it all, and that's WAY not worth it).
You can tell a lot about the quality of shielding if your detector picks up a cheaper unit every time it comes near... leakage out the wazoo.
They have that, actually. And it's fairly inexpensive to boot.
