Assuming the short block is in good shape and the head was built right, I would put the built head on the stock block with a 3mm Inline Pro HG. Then get a turbo kit with the 'largest' 30 series Garret GT turbocharger. Find Slimjim's recent post in this FI forum with dyno sheet to see output. Sell the rods to help pay for this.
