Yep. You can fold it down. Not sure why someone would though as it no longer serves it's purpose then.

Mine does; it uses the stock base. JS2K (I thought?) was at one point making these that you disassemble the stock one, remove the short OEM acrylic, and replace it with the tall acrylic. I've got the brown-tinted version and it works well for me. There can be slight wobbling in high winds, but I remedied that by adding two small rubber stops on either side of the roll hoops to keep it from wobbling.

I have a gopro mount stuck to mine. So I can fold it down and mount a gopro there during track days or autox events Great position for the camera
