Constant harrasment from headlights??

Does this upper area of the lamp light the road at a lesser intensity than the lower? Mine don't. If I approach a hill, my visibility is severely limited until the car angles upward, meaning I can't see anything beyond that point until I'm almost there. And when getting on those sharp turning inclining freeway onramps (in Southern CA), my visibility is excelent up till 30 feet or so in front of the car, then it is zero. Kinda scary. Is this normal, or are my headlamps whacked?

Check out this prior thread. I found the small ratchet to be better than the phillips.

I got stopped once by a cop because, he said, as I approached his position it appeared that my lights were flashing (like another squad car's).
My lights are properly adjusted/aimed.
There are no spacers left in my springs.
I wonder whether the sharply focused HID lights could be retrofitted with a more conventional headlight that wouldn't have the same trouble? I mean, the HID's are cool and everything, but all the problems with other drivers just take away from enjoying a nice nighttime drive all too often.
Anyone know?

Now I realize why some guy stops in the middle of an intersection in front of me gets out and asks in a mean and angry tone if I had a problem? Top down I just flew by him wondering why he thought that. lol
