Lowered on what? Springs? Cheap coilovers? Not going to gain you anything on the track and may well cost you time over the stock suspension.

1 second where? 1/4 mile strip? Autocross? A 4 mile road course?

not true. To shave a second off, you need to take the spare tire out of the trunk.
