Driver's side under steering column

Default Driver's side under steering column

I have a question for some knowledgable S2K owner out there....When I look under the steering column, as if to look under the dash, I can see the heat/ac vent as well as all the under dash wiring. Is there supposed to be some plastic fascia piece that covers this stuff up, or is this the way it is supposed to be? I notice that on the passenger side there is a plastic fascia piece and figured that there would also be a similar piece on the driver's side.
Please offer your 2 cents!!!!!

I wasn't sure, because I just had an alarm system installed and found myself checking their handiwork. I was worried that maybe they left some part off after the alarm install.

isn't the steering column always on the driver's side?
