What would you pay for a 2004, 46k mileage s2000? 2 owners, clean carfax with service records at a honda dealership?

Their website is overpriced for sure at 23, but on other sites they say 21.9, so I feel like I can work with them. I'm not sure how far down they will go honestly, this is my first car buying experience after having a handmedown for forever. I was thinking 19k? I'm totally fine waiting if this doesn't work out.
Looks pretty clean from what I can see, but I want to get the price right before I go down there and get emotionally attached to it.
Note I'm in norcal.

I looked at a car this week, multiple owner which isn't a problem, low mileage early model S2000.
I looked at the history report, it was a theft recovery, the VIN tags on the rear trunk and bumper where missing, not accidents reported, the title was not listed as salvage or assigned.
Would anyone look at the car as a worthwhile purchase or is it something just waiting to become a mechanical nightmare and problem?

I usually avoid highly modified cars, and the salvage title makes it even more questionable, but it does look like a lot of car for the money.
He said he had already sold the spoiler, wheels and hardtop off the car and that it is currently on stock ap1 wheels, still supercharged though. I'm going to get the vin from him and run a report and see if I can find out more details about the accident. The owner told me he bought it from the guy that fixed it but didn't know the details.
I'm currently in the market for a s2000 at around this price point. I love the way they drive but the prices that clean low mile cars go for is insane(in my opinion). So I'm looking for an ap1 or nice salvage title car. I was not planning to add forced induction to the next s2000 I buy, but the extra power would be fun. I'm not an expert in an the aftermarket parts on the car, but they all seem like quality parts. The car would be driven most days, but I do have other cars to drive if needed. I'm willing to do some work on the car if issues arise, but hoping to not have to do anything major like replace an engine in the next few years.

I have recently discovered a car with a supercharger setup and I would like your opinion if I should buy it and how much money is it worth.

354 hp from the 1997 cmc engine (European version)
Forged internals (pistons &rods)
