There are still guideines around hazmat disposal, so I do not know if the hyerbolic "they can pollute all they want" is right.

But although I am no tree-hugger, I agree that you should run cats on a street driven car. This can be done with no downsides, and we share the planet. End of sermon.

Isn't Port St. Lucie part of the United States? If so, how did they get exempt from federal law?

I think you mean that no one enforces the law.

I don't have time to wade through the legalese to find the potential penalties for violations, but here's some applicable sections from the Clean Air Act (federal law, applicable in the entire United States):

Sec. 203. (a) The following acts and the causing thereof are
prohibited-
...
(3)(A) for any person to remove or render inoperative any
device or element of design installed on or in a motor
vehicle or motor vehicle engine in compliance with regula-
tions under this title prior to its sale and delivery to the
ultimate purchaser, or for any person knowingly to remove or
render inoperative any such device or element of design
after such sale and delivery to the ultimate purchaser; or
(B) for any person to manufacture or sell, or offer to
sell, or install, any part or component intended for use
with, or as part of, any motor vehicle or motor vehicle
engine, where a principal effect of the part or component is
to bypass, defeat, or render inoperative any device or
element of design installed on or in a motor vehicle or
motor vehicle engine in compliance with regulations under
this title, and where the person knows or should know that
such part or component is being offered for sale or
installed for such use or put to such use; or

Agree with RedY2KS2k, it is a federal not a state law. If the pollution gets bad enough in an area, the federal government will hold money back until they take the proper procedures to clean the air up. If you ever had to deal with an ozone action day, you know what I mean. Not all states check emissions on cars, some do.
