I'm in the exact same situation. The boat launch is less then 1 mile from my house. I'd love to have another personal water craft again but on occasions, I would like to take it to the river out towards Weatherford. I'm not concerned with the short distance and like you, no freeways would be used and speed limit is 35-40 mph. But for those trips to Weatherford is where I wonder about where the speed limit is 65 but moreso is the launch ramps at an unfamiliar place and the incline at the river. I would assume an S could handle a pwc weighing less than 800#, right?
It'd be really nice if they could make a trailer where the pwc didn't ride so high so you would have to backup so far into the water to unload it.

I'm not sure about your launching concerns, though. You'll have to work those out for yourself.
Obviously this is a compromise solution, but we all make compromises in life.
I towed a small, lightly loaded, enclosed Uhaul trailer almost 600 miles on the interstate without any issues at all, and I imagine it weighed probably about as much as a PWC and trailer. Just make damn sure it doesn't exceed the weight ratings of the hitch if you are going to take it on roads where other vehicles will be around.
My opinion about the hitch selection differs from mikegarrison. IMHO, the "racing hitches" are designed with 2 goals ... 1) being extremely light weight or removable and 2) towing very light loads (tire trailers). I would go with a heavy / permenantly mounted "Type I" hitch. The Da'Lan worked great for me, but I did do some very minor reinforcement on the inside of the trunk pan to make sure the bolts didn't pull through.
I doubt you would have much trouble launching the PWC since the hitch is so low. It was actually easier to launch my boat using my S2000 than it was using my buddie's Armada. Since the hitch on the Armada was so high, he had to back way down into the water. Even if you do have to submerge the mufflers, that's no biggie.
