Correct timing

With the crank set to TDC (white mark on crank pulley lines up with the arrow) your cam gear marks does not line up?
Show us a picture how much they are off, you are going to need to remove the cams the adjust the timing if they are indeed off.
But before you start doing any removal get the workshop manual from here S2000.club - Honda S2000 Owner's Manuals, Installation Instructions, Paint codes, Service bulletins AP1 AP2 and study it very carefully.

Its on the white Mark but the cam marks are off by a couple notches. Not sure what I would do from here? Would I remove the timing chain tensioner to be able to move the cam gears?

Hard to tell from the picture, I think one tooth off should be more noticeable, either way I'm not sure that's enough for it to not start.
Hopefully Billman or someone more experienced will comment.

yeah that is possible because I just bought the car like that but the person I bought it from is saying that they never got the engine running and that it could be the timing. Being that we’re not sure what it is we could do further test to see but I wanna get it perfectly aligned first. But you got any other general test in mind I can do on the engine? I know their are some like compression test and leak down test. Thanks

Its near enuff to start,there is adjustable gears and wood ruff keys to make 100%.
as above it would not stop the car starting up and running well.
Most important is spark and fuel are needed first,so check there rather than cam timing being 100% & most all are not 100% on the s2000
