Most important is spark and fuel are needed first,so check there rather than cam timing being 100% & most all are not 100% on the s2000
when I tried to start the car I smelled gas and then I check the spark plugs and they had fuel on the bottom

back off all the lash adjusters, start on the front cap, take out the outside bolts, then the inside. move to the rear cap, take out the outside bolts, then inside. go to the next front cap and work your way to the middle. then move the intake cam one tooth and see if it looks straight. if it does, good job. if it doesn't, congrats you've wasted an hour and now have to readjust your valves. by your picture, the cams look aligned.

FWIW, make sure the engine ground on the back of the head is attached. I had that bolt back out once and the car would just spin over and not start. its a bitch to get to that bolt.
