Imagine if, unlike every other car, someone developed a car that was already maxed out. So the intake would not be restrictive, the head would breathe, the rod and cranks were well balanced so it would rev, and the header and the exhaust was unrestrictive. Imagine if the A/F was good and the timing just right.
Now that would be a car. Would probably make the record for NA hp/L.
The only problem with such a car is that there would be virtually no aftermarket for it. Third party intakes wouldn't make much improvement, nor would headers or exhausts. And even ECU improvements would be minimal. So why would an ECU company go to a great deal of trouble to make an aftermarket ECU for it? I guess if you could just rely on your name (cough, Mugen, cough, Spoon) you could justify it but then you might as well just paint oil filters gold and charge 4 times the price for them.
Of course I'm just being hypothetical but it does make you think. Hopefully.

I asked only because I have the Emanage now but need better control of the fuel system. I was planning on going with the AEM but was concerned with emission. In IL they plug it into the OBD II port. I guess the AEm wouldn't be viable then for me right?
Not unless you can make your car run on the stock PCM with your current set-up.
AEM EMS doesn't communicate via OBDII protocalls. It's actually a PITA to get a scan tool to communcate to the other non-OBDII systems in a AEM EMS car. The testers want to talk to the PCM before swithing to the ABS/SRS/EPS systems.
You have to hot swap the tester on another car, and communicate with the PCM. Then switch systems and do the troubleshooting on the AEM car.
