i have a BIG problem
I would try a thread chaser first to try and clean it up a bit, this might do the trick. Search for it on www.McMaster.com . It would be best if you can get a picture of the thread condition using a digital camera with its Macro setting on. If your saying your pulling chips out every time you try to get the bolt back it then I don't feel very positive about it.
As for taps, use the one with the more shallow taper, also known as a gun tap. With the bottoming tap, you will start engaging the damage threads right away. I'm hoping the gun tap will engage the threads that are past the damage area. You will also find a better selection of taps on Mcmaster.com. If in doubt seek the help of a experience machinist, and most of all be patient, you already have.

UPDATE: so i finally got the tap, the hole was re-tap, and i tested the hole with the old bolt. ( i didn't put the OEM torque spec, it was hand tie) tomorrow i will clean the hole, and try the new oil jet bolt with the OEM torque specs... i'm 95% sure is going to work..
