Dealing with Comcast
We're in a rural area and the usual providers aren't available. We dumped the satellite TV provider three years ago and use a combo VOIP/Internet provider. We just stream Netflix and Prime. Yes, we miss some shows and programming, but that's ok.
robb, the reason the cable boxes are an issue is they just keep recycling them from one customer to another, so it's the luck of draw if you get a good one. Neither their stores nor their drivers carry new ones. I know because I've talked to both more than once. You might try removing the battery for a few minutes (if it has one) as that is the best way to get a total reboot.
I went from 2008 to 2013 without ever needing service. Then I went through a week or two of hell with them; I think the story is somewhere in this thread. I've now gone 15 months without issues.
You might want to go to their web site and price their stuff; it does sound like you are paying a lot for that 'package'. Local add on fees by cities, townships, etc. can make a difference.
I don't know why they are giving you such a hard time about swapping boxes. That doesn't sound right to me. Even my new one is being sent to me at no charge where it will be left at the door, and I suspect I can just put my current one in the same box and return it by mail...... maybe I should just send it to you; it's working good, I just want the ability to record 6 shows at the same time which X1 offers.
As for switching carriers, as others have said - they are all similar in bad service. I have a couple other options (AT&T, etc.) and still prefer Xfinity based on the stories I have heard from friends.

Although as I think back on it, the triple DES encryption is part of the DOCSIS standard.
They would still control the decryption keys.

Zip, Often those programs that sound good bite you in the ass in the end. I did hear the same thing.

bolt, would assume that the key would be a requirement in the law, it has been too many years since I actually had any dealings with DOCSIS or any of the transmission protocols. They did force the industry to allow for router ownership, so with any luck..... That said, HBO, SHO, EPIX have all gone to a direct-buy streaming format for those that want those services on the open market. Also a great many of the cable channels/networks have gone to a watch-on-the-go app based delivery, which I also suspect will allow them to sell direct to the consume for streaming, but time will tell (I will be buying SHO from Amazon as soon as my freeview stops from Verizon. I will probably do this with HBO as well in the not distant future.)
dlq, I worked in a "Public Telephone Store" (we were an early alternative to the RBOC (Bell) stores for telephone sales). Equipment purchasing gives you flexibility to suit your needs. AT&T and the regionals wanted everyone to continue to rent phone sets, in the long run, I am not even sure that you can rent landline equipment from your phone company any more. I do believe for the educated customer this could well be a great thing, but that's just me.
