I must say that I think Lord Archer's offence was a little more serious than using someone else's license to take a speeding offence. 
They would have to prove that the person driving wasn't that person, which would be VERY difficult. One thing to be sure of though if anyone does take that route.... make sure that whoever you say was driving is actually insured to drive it.... otherwise thay could be looking at a lot more than 3 points and 60 quid!!!!
