I'd contest it. If you stopped, then you stopped. As you have said, you avoided the danger by stopping before it - therefore the red light has done its purpose.

The camera takes at least 2 photos to see if you stopped or carried on going. Since it will show you stopping you can simply explain.

I might ask for the photo.

Other problem is that I am in Newcastle, but the red light was in Exeter, the travelling will cost more than the fine

I got pulled for doing 94 in a 70 on the A64 during the summer, and received a nice FPN.
